明朝末年。皇上年幼，奸佞当权。前朝阁老钱炳章为窃夺《穆子兵书》，与特务机构锦衣卫都指使欧阳文昌暗中勾结，豢养鹰犬，残害忠良。成亲王为正朝纲，招募江湖义士与钱炳章针锋相对。洪涛原是一名江湖义士，偶然机会下，他路见不平救下了成亲王妃，被成亲王委以侍卫领班留在了府中。师妹唐小妹找来，让他回乡奉师，却被洪涛拒绝。唐小妹终于发现，原来王妃已经暗暗爱上了洪涛。生性刚烈的小妹决定惩治王妃。她假装投靠欧阳文昌，借机潜入亲王府，企图行刺王妃，被洪涛拦下。为制服钱炳章，夺回兵书，成亲王请东厂提督杜公公帮忙。杜公公派出了两个蒙面杀手，保护成亲王，对付钱炳章。钱炳章为防不测，将兵书移至兄长家中，却不料被跟踪而至的洪涛将兵书盗出。
唐小妹趁成亲王奉旨进宫之机，再次夜入王府将王妃掳到尼姑庵。唐小妹发现王妃对洪涛确是一片挚情，不禁动了恻隐之心，离开了庵堂。洪涛得知王妃被劫，忙出府...
